Renters’ Rights Bill Moves Forward — What It Could Mean Locally

On 8 September 2025, the Renters’ Rights Bill returned to the Commons for what’s known as the “Ping-Pong Stage,” where MPs review and respond to amendments from the Lords. This was a key step towards the Bill becoming law, which could happen before the end of the year.

Only minor amendments were agreed, with the Government confirming its intention to move ahead with the main reforms. Housing Minister Matthew Pennycook announced that periodic tenancies will be introduced in a single stage — potentially within just three months of Royal Assent. This change will affect everyone: all existing tenancy agreements will convert automatically, and all new tenancies will be created under the new system.

While the overall direction is now clear, some important details remain unresolved. The treatment of student lets, pressures on supply, and how enforcement will work in practice are still to be decided. These issues will have a real impact on landlords, tenants, and agents here in Pinner as much as anywhere else.

What Landlords Need

Clarity on how the rules will work day-to-day.
Fair enforcement that targets rogue operators without placing unnecessary burdens on responsible landlords and agents.
Practical solutions for student housing and short-let markets, to ensure the diversity of the rental sector is recognised.

The Bill is moving closer to becoming law, but the finer details will shape how it affects our local rental market in Pinner. We’ll continue to follow developments closely and keep our clients updated as the picture becomes clearer.
